The Department for Energy Security and Net Zero and TrustMark have announced details to support the transition from PAS 2035:2019 to PAS 2035:2023

  • an extension to the use of PAS 2035:2019
    • applies to SHDF Wave 2.1, 2.2 and HUG2 projects
    • does not apply to ECO4 and GBIS projects
  • the ability to use PAS 2035:2019 Retrofit Assessments in PAS 2035:2023 projects, subject to an agreed conversion process
  • all WH:SHF and WH:LG projects will have to adhere to PAS 2035:2023.

CoreLogic and ECMK welcome the Department’s pragmatic approach. It recognises the operational challenge of any transition in this space and avoids delays and inconvenience for occupants of homes eligible for retrofit works. However we are concerned that this doesn’t apply to ECO4 and GBIS installers that have not yet been certified to PAS2030:2023 and they may need to pause works in the interim period.

For future changes to standards in retrofit, we’d encourage the Department and BSI to develop and deliver on a transition plan with suitable impact assessments and gateway reviews. This would support timely delivery, supply chain confidence and a level playing field for market participants.

The changes

PAS2035:2019 extension

SHDF Wave 2.1, 2.2 and HUG2 Projects that have commenced under PAS 2035:2019 can continue to completion and lodgement under PAS 2035:2019 if the Retrofit Assessment was completed prior to 30th March 2025 and is lodged on the TrustMark Retrofit Portal prior to 30th March 2025.

This isn’t a process that is currently fully supported in PAS Hub. Instead there is a mechanism for the Retrofit Assessment to be lodged manually on the TrustMark Retrofit Portal and then the project to be managed normally through PAS Hub with project lodgement via API at completion. We will publish a detailed guidance document on this process before the end of the week.

PAS2035:2019 Retrofit Assessment conversion

There are minor differences in the requirements for a Retrofit Assessment under PAS 2035:2019 and PAS 2035:2023. As a result, it has been decided that PAS 2035:2023 projects may be lodged using a PAS 2035:2019 Retrofit Assessment. All other requirements of PAS 2035:2023 will apply to any project following this approach.

Minor amendments will be required to convert from the PAS 2035:2019 to the PAS 2035:2023 format prior to lodgement on the TrustMark portal, and a guide we developed with TrustMark and other Accreditation Schemes has been published on the TrustMark website here.

What does this mean for our customers?

If you are currently working on SHDF Wave 2.1, 2.2 or HUG2 Schemes then you now have a route to complete these works under PAS 2035:2019.

For ECO4, GBIS and Warm Homes schemes, if you’ve completed the Retrofit Assessment under PAS 2035:2019 but will be unable to lodge the projects prior to 30th March 2025, then you now have a route to convert the Retrofit Assessment to support a PAS 2035:2023 project, but all the other requirements of PAS 2035:2023 will come into play.

If you are an installer and do not yet have PAS 2030:2023 Certification and are working outside of SHDF Wave 2.1, 2.2 and HUG2, then this announcement doesn’t provide a way forward. We have already alerted TrustMark and the Department to this issue.
